Two spines carry almost everything. I-5 runs the west side of the San Joaquin Valley and CA-99 runs the park towns — Bakersfield, Visalia, Fresno, Modesto, Stockton. I-5 climbs Tejon Pass at the Grapevine and Siskiyou Summit near the Oregon line, and both go to chain control or close outright in winter. East to west you have CA-58 over Tehachapi, I-40 out of Barstow, I-10 and I-15 through the Inland Empire, and I-80 over Donner. US-101 is scenic and narrow, so a wide load on the coast usually gets routed inland instead. Los Angeles and Bay Area moves are won or lost on overhead clearance and turning radius, not on mileage.

California Permits & Oversize-Load Compliance
Oversize permits for the State Highway System come from Caltrans, through the Transportation Permits Issuance Branch under its Office of Commercial Vehicle Operations. Manufactured housing permits are not open to anyone with a truck: under Vehicle Code section 35790 they go only to licensed dealers, manufacturers and transporters holding an HCD decal, which is exactly where an out-of-state hauler stalls. Caltrans reviews the route for bridge clearance, load rating and intersection geometry, sets travel-time windows around commute traffic, and specifies pilot cars. City and county road segments carry their own approvals. Installation runs on a separate track through the Department of Housing and Community Development or the local enforcement agency.

Setting, Leveling & Anchoring in California
California sits entirely in HUD Wind Zone I, so wind is rarely the design driver here. Earthquakes are. The state runs its own earthquake resistant bracing system program: ERBS products are certified by HCD, and installing one requires a permit application filed before the work starts, not after. Soils change fast — expansive adobe clay through the Central Valley and Coast Ranges that swells and shrinks with the season, loose alluvial sand along the rivers, and caliche-hard ground in the Coachella Valley and the Mojave. Frost is a non-issue across most of the state and a real one in the Sierra foothills. We size piers and footings for the dirt in front of us, then set anchors to match.
