East of I-95 you are on flat coastal plain: soft shoulders, tidal ditches, and the bridge and tunnel network around Norfolk and Newport News, where oversize loads are held to tighter limits than the open highway and VDOT escorts become part of the plan. The Piedmont along US-29 and US-460 is rolling red-clay country with tight county-road curves and short, steep driveways. Virginia Permits & Oversize-Load Compliance
Virginia is one of the states where oversize hauling permits do not come from the highway department. They come from the Virginia Department of Motor Vehicles, submitted through its EZ Haul system, while VDOT owns the restrictions on the roads themselves. That split trips up out-of-state haulers constantly. Setting, Leveling & Anchoring in Virginia
Most of Virginia is HUD Wind Zone I. The exception sits in Hampton Roads, where the federal wind zone map names Chesapeake, Norfolk, Portsmouth and Virginia Beach as Wind Zone II. That matters because a home built only to Zone I cannot be installed in a Zone II location, and it catches people who buy a used home out of the Valley for a lot near the water. Underneath, the soil changes just as fast. Tidewater sand augers easily but gives up holding power. Piedmont red clay holds well dry and turns greasy wet. Mountain lots hit rock sooner than you want. Footings go deeper the farther west you go, and installations follow the Virginia Manufactured Home Safety Regulations and the manufacturer instructions.
When to Schedule Your Virginia Move
Spring and fall are the honest answer. March through May and September into early November give you dry ground, workable temperatures and nothing tropical on the board. Late summer is hurricane and storm-remnant season for Tidewater and the Eastern Shore, and permitted travel gets pulled when a system turns north. Winter is fine east of Richmond most years, but I-81, I-77 and the southwest counties can shut a wide load down for days after ice. Book the mountains early in the season.

The Virginia Department of Motor Vehicles issues hauling permits, not VDOT. Applications go through the DMV EZ Haul system, and the permit comes back with the approved route and the travel rules attached. VDOT still controls restrictions on specific roads, bridges and tunnels. We handle both sides of that, plus any additional moving permit a Virginia county or town requires at the destination.
Not automatically. The bridge-tunnel crossings around Norfolk and Newport News hold oversize loads to tighter limits than the open highway, some require a state escort, and some allow oversize movement only inside a set window during the day. On the widest homes the practical answer is a route around the water instead. We check the crossing before quoting the route, not after.
Almost all of Virginia is Wind Zone I under the federal manufactured housing standard. The exception is Hampton Roads, where localities including Chesapeake, Norfolk, Portsmouth and Virginia Beach are designated Wind Zone II. That matters because a home built to Zone I cannot be installed in a Zone II location, though a Zone II or III home can be set anywhere. We confirm the data plate before the home is loaded.
Yes. Wise, Dickenson, Buchanan and Russell counties are regular work for us. Those moves turn on grade, curve radius and posted bridges rather than distance. We look at the route first, check the driveway approach and the turnaround at the site, and bring the tow equipment the hills actually require. Setups out there usually mean rock close to the surface and blocking planned around it.
Spring and fall. The ground is firm, temperatures are workable, and you are outside peak tropical season. Late August through October brings storm remnants to Tidewater and the Eastern Shore, which can suspend permitted travel with little notice. Winter is usually fine east of Richmond, but ice on I-81 and I-77 stops wide loads in the mountains. Plan western Virginia moves early.
